This is followed by enactment of voluntary codes of practice and standards. ICAO rulemaking process requires that all appropriate experts must be consulted before making any considerations. This helps in omitting certain issues, which might be an obstacle in the real world (Goglia, Halford & Stolzer, 2010).

3. Briefly describe the organizational structure of the FAA together with the function of the Air Traffic Organization Aviation Safety office.

FAA has undergone an organizational restructuring process that has seen the creation of the position of the Chief Operating Officer. This office is concerned with day-to-day activities of the Air traffic control system: this position has never existed. Responsibilities are overlapping and crisscrossing authority lines. In addition to the administrator and the Chief Operating Officer, the organization has a Management Advisory Council, which oversees the Air traffic control system, and the Chief Operating Officer. Both the COO and the administrators are answerable to the oversight board (Jakhu, 2012). The Air Traffic Organization Aviation Safety office has a series of functions such as discharging obligations and duties laid upon it by the International Civil Aviation.
