This is a clear sign that conversational distraction is cognitive, that is to say, conversation does not affect how people look at the road, but affects how many new and/or dangerous situations are noticed by the drivers. With this level of distraction more attention should be given to this issue just as the cell phone use in cars.

Conclusion and recommendation

Before making any major policy regarding use of cell phones, the industry should work together with the government to come up with a more informed finding on both the risks and the benefits of using cell phones while driving. Making public policy now at a time when the scientific evidence is ill-informed may be more harmful than useful to the society.
Any restriction that is imposed now may be difficult, if not impossible, to reverse, and seriously impeded ability for researchers to quickly come up with better scientific information that compares the risks and benefits from which an informed and reasonable policy can be created. As much as it is not appropriate to restrict cell phone use now, the government and industry should encourage people to use cell phones selectively while driving, this can be achieved through vigorous public education......
