Baseline

Without a project baseline, or a projected idea of the project's original "original scope, cost and schedule" it is impossible to assess whether a project is going well or poorly (Ortiz 2008). The baseline must be accurate to be useful and defined before the project is undertaken. Periodically, over the course of the project, the baseline can be referred to, to see if the project is going over budget or over its allotted time. After the project has begun, Earned Value Analysis (EVA) can forecast how much it will cost and how long it will take to complete based upon where it 'in the here and now,' versus the original projected date of completion according to the baseline (Cullen 2010).

Q1b. The baseline can also raise red flags if things are not proceeding according to schedule. If there is no way the baseline can be met, based upon the first several weeks of projects, the issue can be immediately identified and 'flagged' rather than allowing costs to spiral out of control.
