Boeing Company's Health And Safety Regulatory Compliance

Boeing Company is a multinational company and is currently the world's largest airplane producer in the world. It is headquartered in Chicago., IL. It manufactures the largest passenger planes at the moment as well as manufacturing rockets, and other space shuttles. It also serves as a defense contractor being the world's second largest company to do so. It also serves as an air transport for hire for executive and VIP services as well as being of help to the state in times of crises with air travel management. As a large-scale manufacturer, the company makes use of several chemicals among other inputs that contribute to environmental degradation in several ways. This paper identifies several agencies and state organs within and outside America helpful that regulate Boeing's activities and ensuring that they promote environmental conservation.

Boeing in America

Boeing company has it base in Chicago with and manufactures most of its planes here than in any of its other many branches around the world. Due to its potentially high likely contribution to environmental degradation, the U.S. government has ensured that there are enough environmental regulations to take charge of the activities of the company. Some of the hazards that are intended to be mitigated against are the possible radiations that come from the company's manufacturing processes, the issue of toxic substances released as well as the possibility of air pollution resulting. These state agencies are each discussed below and how Boeing Company is cooperating with each one of them (Evans, & Lindsay, 2012).

California Department of Public health (CDPH)-Radiological Branch

This department, based in California is tasked with the responsibility of taking charge of the radiations that emanates from the activities of Boeing Company. It does this by regulating the activities of the company and advising it on how to reduce the level of pollution in the company. It also enables the company to handle radiological products at specified places that have been designated for that purpose alone. These places have been fitted with clean up measures that enable the company to handle the radioactive materials safely here. For instance, Boeing Company has been granted a safe site to handle radioactive materials at Santa Susana where it handles the activities (Miller et al., 2010). Boeing has also requested the Department to verify its radiological cleanup activities at the site. The cooperation of Boeing Company and the CDPH have seen a safe environment for those living around Boeing Company and the country at large.

Regional Water Quality Control Board (RWQCB)-Los Angeles Region

This agency regulates the amount of chemical pollutants on surface water as well as the amount of radiological emissions ending up in surface water. The agency has specified the specific quantities of emissions that can be allowed to get into contact with the surface water discharged from the company. Other hazards, which this agency seeks to prevent, include the issue of garbage from factories and manufacturing zones such as that of Boeing being exposed to surface water. In this regard, anything that alters the naturally clean nature of the flowing surface water is banned (Bell & McGillivray, 2012). In this regard, the agency issues licenses to companies upon being satisfied with their handling of the contaminants that meet surface water. Boeing Company has been renewing its license with this authority as a way of showing compliance. The cooperation and compliance of the airplane manufacturer have seen it get recommendations for good compliance from the authority.

US Department of Energy (DOE)

This is the department in charge of providing oversight and monitoring of environmental conducts among companies in the U.S. It helps in reducing the prevalence of pollution that would have affected the larger parts of the country because of pollution. The agency works in coordination with other related state agencies to ensure that it has eradicated cases of pollution in the country. This has to be done using efforts that link the state and the private sector, as well as manufacturing companies in the field of technology and manufacturing such as Boeing Company. As a way of regulating environmental degradation, the agency issues license to companies outside the energy sector for compliance with the regulations pertaining to the release of pollutants like radioactive emissions. Boeing in Europe

Being a multinational company, Boeing has also set its base in Europe. This is the second largest of its establishments per continent. European nations, being cautious of the status of their environment have been working to regulate the activities of Boeing Company from causing environmental pollution. Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH) body issues licenses and other regulatory services to companies on matters relating to pollution levels on the environment (Macrory, 2010). REACH is working in all the European states and has the support of the European Union (EU). REACH performs the following specific functions.

One basic function that REACH performs is the registration of substances under its watch such as by issuing license to those who have registered with them. During the registration, the company has to disclose all the characteristics and the components of the substances that they produce. They also have to disclose the environmental hazards, which the substances might cause in the short run and the end as well. REACH also requires that the companies provide communications for safe use of the products, which they produce.

In relation to Boeing Company, the company is required to ensure that it has the provisions for safe disposal of the waste products that comes out of the process of manufacturing. It also requires that Boeing Company disclose the hazards that can result from its operations known to all users of their products and services. REACH attempts to account to the players in the industry by owning up any mess that might result from their operations as well as make a basis of manufacturing backed by sound environmental safety measures. Its backing from the authorities such as the European Union gives it sufficient ability to enforce its mandate (Evans, & Lindsay, 2012).

Compliance plan for Boeing Company

Being such a large company in the manufacturing sector and with the eyes of the entire world and the government on the company, Boeing has to exercise utmost compliance with the authorities. The best way to comply with the authorities such as REACH is to adopt a partnership strategy. This is where the company gives the regulator a section within the company premises from where they can carry out their core mandate activities as well as provide consultancy and advisory services on matters to do with environmental conservation. The company will benefit from the goodwill of the regulator and thus get sufficient consultancy services than when the company is separated from the regulator. This arrangement will also enable the company to meet all the regulatory requirements as needed by the regulator. The fact that they shall both be within the same environs will boost its responsiveness and ability to act on the matters required of it by the regulator. The second advantage of this kind of arrangement enables the company to have a share in the regulator's decision-making platform. This will ensure that any policy that the regulator creates shall be made with a consideration of the company's welfare. It will prevent the formulation of any policies that might be hurting to the company (Evans, & Lindsay, 2012).

Compliance with the Hazard Communication Standard (HCS)

The HCS currently follows the guidelines in the Globally Harmonized System of Classification system. The new standard is aimed at improving the labeling and identification of chemicals and other harmful substances in the manufacturing process (Meyer, 2012). This is a reaction to the many cases of American workers being exposed to chemical hazards at their place of work. Eventually. Many workers contract ailments and other complications because of the exposure. Given the nature of the lack of strictness in labeling and identification of chemicals, government agencies concerned have made it mandatory for such labeling to be done.

Boeing Company needs to adopt the same safety measures within its operations. The management has to start ensuring that there are laws within its operations that require the entire production managers to have the chemicals and other substances used in the manufacturing process labeled. From the likelihood of this being easily disregarded, the company must ensure that disciplinary measures are established punish the errant officers failing to ensure that proper labeling and identification of the substances is duly done. The buck stops with the General Manager. It is a question of taking responsibility for any hazards caused to the workers by the management's failure to comply with the Hazard Communication Standard (Evans, & Lindsay, 2012)......
