Prince Klemens Wenzel von Metternich was the host and one of the chief negotiators at the Congress; along with Robert Stewart, Viscount Castlereagh, who developed the Congress plan for Europe, he was one of the most prominent figures of the Congress. The French negotiator Talleyrand was instrumental in securing leniency or his country and restoring the House of Bourbon. This restoration was accomplished in 1814 after Talleyrand convinced the other European powers that it would provide the most security and stability in the region.
