Water conservation can only provide so much of the resource. Other resources need to be developed to keep up with demand. The Clavey-Wards Ferry project will create a reservoir that will provide an extra 12,000 acre of water for supply to the growing population needs of the San Francisco Bay area (Ibid, 3)

2) Due to the energy crisis, all sources of clean energy must be exploited. Hydroelectric power emits no air pollution. The increased energy needs of the state are graphically indicated in Exhibit 1 (Ibid, 11). The energy supplies have to come from somewhere, the Clavey-Wards Ferry project is the most energy for the least cost in terms of finances and environmental impact, in particular air pollution which is a major problem in California.
By 1983, the 150-megawatt power station at the new Don Pedro Dam met only half of the electricity demand in the two irrigation districts. This forced a purchase of additional power from Pacific Gas and Electric Company and from San Francisco's Hetchy System (Ibid, 2)

3) a great by-product of the Tuolomne project will be that it will provide a bevy of recreational fishing and boating opportunities that will attract needed tourism dollars to California's recession stricken economy. This is exhibited graphically in Exhibit 3 and shows that the benefits far outweigh the deficits for the project as based upon past results (Ibid, 13).
