Moving on a similar trajectory, theoreticians such as Seymour Martin Lipset see the importance of key individual leaders at particular moments in the history of democracy. While this might be true, we can accept the role of such leaders only in the form of one-time regulators, agents who are able to keep democracy on the right track. While democracy does have its own regulatory capacities, it is true that such agents help avoided situations like the election of a future dictatorship (as was the case in Germany during the 1930s, when Hitler was democratically elected as German chancellor. The reason why this happened was that Germany lacked, during that time, a strong personality to prevent such deviations).

Resuming what has been discussed, democracy is a constantly evolving framework that governs, on one hand, the relations between individuals, and, on the other, the relations between the individual and the state.
Democracy is a changing entity, where political agents, often as simple citizens, exercise their right and power to change things and act accordingly. On one hand, the elections mechanism is thus created so as to permit the citizen a direct contribution to electing representatives that will decide on political matters of interest. The electoral process allows the citizen to act on his vote and exercise change, when he feels it necessary.

On the other hand, democracy implies responsibility and, in this sense, we do not agree with the perspective presented by Mueller, of an individualistic, egocentric citizen. A democracy in these conditions will not work, because the idea is that, given the high level of freedom a democracy implies, the responsibility of citizens will help govern relations between them. If we were to deal with the extreme case of egocentrism, democracy would not be functional......
