The tools that they are using to achieve these objectives, will give government officials greater amounts of flexibility. The way that this is accomplished is through utilizing different elements in conjunction with one another to include: focusing on having a viable public transportation system, effective planning / development for future growth, creating settlement areas that will address the needs of businesses and effectively managing natural resources in the area. These different elements are important, because they are illustrating how there a numerous tools that are being utilized in addressing the current and future needs of the region. Once this occurs, is when administrators can responsibly plan for economic growth by taking these factors into account. This is when they can adapt to the changing needs of residents. (Burchfield, 2011) ("Growth Plan," 2006)

Weaknesses

The biggest weakness of the strategy is that there is focus on having the provincial government plan and implement the different aspects of the program. This is troubling, because this approach can lead to policies that are not taking into account the needs of businesses. This is when there will be a major transformation in region with many firms reluctant to relocate.
The reason why, is these policies are giving them a disadvantage in the global marketplace. To deal with these issues, this approach should take into account the views of the private sector more. The way that this can be accomplished is to have the plan designate certain responsibilities to private firms and have them playing an integral part in planning. This is important, because it is illustrating how there needs to be constant vigilance about the effectiveness of these programs in addressing the needs of businesses. (Burchfield, 2011) ("Growth Plan," 2006)

A second weakness of the plan is it is not taking into account changes that could occur from economic or environmental disasters. This is problematic, because a specific event could have an effect on population growth and if businesses are willing to relocate to the region. Once this takes place, it means that the strategy will become obsolete by not having provisions that are able to adapt to new challenges. Therefore, the plan has to quickly adjust to changing conditions in the future. If this can occur, it will help to ensure that Ontario has a viable growth strategy moving forward.
