International disaster management organizations help states that are hit by major disaster or faced with serious repercussions due to environmental conditions. They are also involved in mitigation, preparedness, response and recovery of disasters around the world. The organizations work closely with agencies and programs to help countries in reducing hazard vulnerability. They reduce these hazards by, increasing capacity of nations and their citizens. The motivating concepts guiding disaster management are the reduction of harm to life, environment and property, and are largely the same throughout the world. Capacity to carry out this mission is different due to cultural, economic, social and political reasons. International organizations in the course of their workface different concerns, and they always remain under the control of their countries.

Socio-economic and political concerns

Adoption of disaster management policies is difficult in developing countries due to lack of funds. There has also been a problem with coordination between the disaster response teams and civil-military corporation. Political issues are often faced after disasters; this is because they act as catalyst for policy change.

These policies should be implemented as a precaution to mitigate the impacts and not after disasters. There are many problems associated with disasters; they are ambiguities and different government policies have failed to address sufficiently these issues in their design codes.

The rural areas are always vulnerable and do not have sufficient enforcement in construction quality for disaster management. Disaster management organizations also face poor infrastructure in most of disaster stricken countries, like the developing countries. This has made access difficult and sometimes more expensive. This is worsened by high poverty levels in these countries and inadequate human resources. Despite international organization's best efforts in disaster management, disastrous events overwhelm local capacities and response teams capacities.

Different population groups within a geographical area or between societies to disaster, largely function as political and economic structures, which can be classified in terms of class, ethnicity and gender.
