Developing infrastructure in Kava will be difficult precisely because of the problems that the infrastructure is meant to address -- terrorism, constant threats of destruction from natural disaster, and health problems that affect the workforce could all prevent or set back infrastructure development significantly. With the right commitment and effective, detailed planning in the infrastructure development, however, these problems can be mitigated and even overcome. The more infrastructure is put in place, the less these problems will exist and the easier it will be to continue making infrastructure improvements, as well. There are also human factors that will need to be dealt with; all of the progress made should be done in tandem with the government and the larger community in Kava, ensuring that their needs are being met along with the company's.

Factors and Resources Affecting Implementation

The organization will need to bring in a variety of engineers and skilled workers to Kava in order to carry out infrastructure projects, as it is likely that the number of knowledgeable and skilled personnel needed for large-scale projects will not be found in Kava initially. The resource intensity that this undertaking will require will also take some convincing for company brass. Though the company's leader is committed to doing the right thing, this will be hugely costly and might not be entirely feasible without additional outside assistance.

Other resources needed for infrastructure development in Kava range from a variety of physical resources -- concrete and other construction materials, various types of wiring for telecommunications infrastructure and power conducting, etc. -- to capital resources for paying laborers to the right project leaders and labor trainers.

Actions that will need to be taken include extensive planning meetings with government officials and community leaders; surveying of sites for roads, utility plants and lines, other public utility facilities, and more; and of course the actual building of the various infrastructure elements. Even more importantly, proper training and education of the individuals that will staff the various infrastructure elements will need to take place not only for the development to become cost-effective, but also for Kava to become a more self-sustaining and thus a more stable nation, rather than one dependent on outside help for basic development.

Ethical implications

New building cannot occur without taking over existing land. There will need to be some trade-offs made, and great care will need to be taken to ensure that those suffering the most in Kava do not end up bearing the greatest initial cost of the infrastructure development, as well. The company will also need to ensure that it can actually engage in this effort without putting itself out of business; altruism no longer serves its purpose if it is self-destructive.
