HUD is a public program that helps people who are need of funding for housing. The people who qualify for this program are on the poverty line or under the poverty line. Recently, in Atlanta, the program got new grants to help the elderly and the disabled. The grants total was $1,184,170, which went out to 408 homes. "The grants are awarded to eligible owners of private housing developments that receive rental subsidies from HUD to house low-income individuals in 36 states and the District of Columbia. These property owners or their management companies either hire or contract service coordinators with backgrounds in providing social services, especially to the frail elderly and people with disabilities, to assist their residents with special needs (HUD GRANTS TO HELP THE ELDERLY AND PEOPLE WITH DISABILITIES CONTINUE TO LIVE INDEPENDENTLY AT HOME). Along with that, HUD helps people who are need rather it be to buy a house or to avoid foreclosure. It is a program that is design to help people who have low income such the elderly and people that have disabilities.

There are many ethical and moral decisions to be made with housing because sometimes resources are limited within the HUD program. As department manager, a set of procedures and protocols regarding the handling, storing and monitoring of the files is necessary to ensure the safety of the recipients and employees. Within this set of procedures, all charting is necessary so that all information can be documented in order to keep track of everything and to keep all employees honest. Some HUD recipients may have dementia. Dementia has the following feature are: a gradual onset, of long duration, multiple cognitive deficits, severe degree of impairment majority of time, personality / appearance is disorganized / disheveled, unemotional / apathetic to the loss of function. "Several studies have found a clustering of dementia in relatives of patients with frontotemporal dementia (FTD). This study analyzed the familial aggregation of FTD specifically as well as the occurrence of dementia in general in first-degree relatives of patients with FTD. A family history study was carried out on 478 first-degree relatives of 74 index patients suffering from FTD. Cases of organic dementia and of FTD were diagnosed according to internationally accepted diagnostic criteria. Age- and sex-specific incidences of organic dementia and of FTD were calculated as was the proportion of FTD in relation to organic dementia in general; comparisons with clinical and population studies were made" (Grasbeck, A., Horstmann, V., Nilsson, K., Sjobeck, M., Sjostrom, H., & Gustafson, L. 2005). HUD recognizes these conditions with people who may be receiving help from the program. This is why they evaluate everyone who assists with the program so that no one is taken advantage of during the program. U.S. Department of Housing and Urban Development Office of the inspector General investigates any wrong doing to HUD recipients or by HUD recipients. In other words, they make sure no abuse or fraud in taking place in the housing program. Their duties are as followed.

Over the years, we have forged a strong alliance with HUD personnel in recommending ways to improve departmental operations and in prosecuting program abuses. While organizationally we are located within the Department, we operate independently with separate budgetary authority" (Office of Inspector General).

Socialist societies define housing as a right that governments offer equally to everyone. Capitalist societies view housing development as a commodity to be purchased although most capitalist governments support housing funding through socialized HUD or the housing program Section 8.The United States, with a direct-fee system, is the only industrialized society with comprehensive housing programs for low income families. Most people have private loans to pay for the housing, government insurance, or belong to a home owners organization. One in six adults in the United States cannot afford to pay for housing, which makes this a major issue for most people. From there, public housing in the United States has to be adjusted so that the general public can meet their home owners needs in order to live a long effective life because some home loans do not cover what they promised to cover.

Along with that, everyone should have a housing plan because having quality housing attention could mean life or death for those who elderly and have disabilities. Even though there are people who take advantage of assistance programs, they should be entitled of having further assistance due to the fact that they could lose their lives if they do not have proper housing. There are some assistive living programs that fight for equal rights for people to obtain proper housing for their needs because some housing loans and insurances do not cover enough. Therefore, there are a lot houses that go into foreclosures and then they are eligible to become a HUD house. The HUD program took the place of the old FHA programs because funding was limited and money depleted over a period of time. HUD had further funding to assist low income home owners so that they would lose their homes.

"HUD homes are sold to the public when HUD/FHA mortgages are foreclosed. HUD pays the original lender the amount of the loan due and other expenses. HUD then resells the property. Once the loan is made by the bank, savings and loan or other authorized lender, that lender does have the right to foreclose on the property if the borrower fails to make their monthly payments on time. When the foreclosure process has been completed, the lender submits its HUD insurance policy back to them with foreclosure costs, accumulated interest and legal fees for reimbursement" (Library).

Public housing should be made readily available in this circumstance where the health issues arises where people cannot cover their mortgage payments anymore without having until the home goes into foreclosure. The loan companies can still make a large profit from all of the interest that piles up, therefore can afford to help out human kind. For example, when there is a disease that can be considered an epidemic then it is necessary to do everything possible to contain the epidemic. And since it is now possible to minimize the effects of the disease with drugs then limited housing can be solved too. Along with educating people about home ownership and how to get assistance, it can help low income families. Mortgage loan companies should have lower prices and interest rates for low income home owners, which should be required by law, considering that income may not ever increase for those families. However, HUD programs offer these following benefits.

"According to HUD, some benefits to buying HUD homes include: A real estate broker will prepare and submit your offer and deposit for you without charging you. HUD pays up to 5% of the closing costs, saving you thousands. You can move in faster if you purchase a HUD home eligible for FHA-insured mortgage because it has already been appraised. HUD homes may be eligible for repair loans built into the mortgage and buyers may qualify for 3% down payments" (Library).

The people that work within the HUD programming work together as team to bring satisfaction to many families that need help with home ownership. When helping people in need, working in a group or team is very rewarding because it is giving back to community. Furthermore, working together as one is important in order to ensure the home is comfortable for the home owner because they are in a financial disaster. Therefore, a HUD team will create a concept that suits the diverse needs of the home owners by providing a safe home environment. The design of groups is important so that the team will know exactly what to do when connecting with the home owner. However, in working in groups may seem challenging because there are so many different personalities working together as one. Even though this is true, people want to belong to groups in order to be a part of something to avoid being ostracized. Being a part of the HUD programs is a good way to have a sense belonging to something and giving back to the community. From a Theoretical Standpoint, social support from others is critical to psychological and physiological well being. People have evolved as social beings, working for the group secures membership. Therefore, working in HUD groups brings employees together, which enhances new ideas for the program.
