West Virginia's State education department has established English Language Proficiency ELP standards. A student is classified as an English Language Learner if their English proficiency is limited. In West Virginia a limited English proficient (LEP) is classified as such in accordance with the federal government definition as established by section Public Law 107-110, the No Child Left Behind Act of 2001.

In addition once a student has been identified as an English Language Learner, they are assessed each year using the West Virginia Test for English Language Learners (WESTELL). These assessment measures the progress that the student has made during the school year. Students who score high enough can be identified as English Language Proficient (ELP). WESTELL is the tool that schools in West Virginia use to monitor ELL over time.

How are teachers informed of ELLs language proficiency status? What accommodations do teachers make in daily assessments to ensure students access grade-level content and develop language simultaneously?

Teachers are made aware of students' proficiency standards on a yearly basis. For those who are newly enrolled teachers are made aware within 30 days. For those that are already in the school system, this information is a part of the students' records. Making teachers aware of the level of proficiency in students allows them to assist the student in becoming more proficient. In addition, if a student is not proficient there are accommodations that are made on tests such as asking questions in the language the student is proficient in or asking a question in a way that allows the student to answer without language being a barrier.

Such accommodations are required for English Language learners in accordance with the National Assessment of Educational Progress (NAEP). Depending on the nature of the proficiency other measures can be taken to ensure that the language barrier does not prevent students from displaying their academic skills.

In an effort to assist teachers in aiding ELL the state has created a workshop for teachers. According to an article entitled "e-Learning for Educators,

"This workshop is designed to help classroom teachers learn ways to raise achievement of English Language Learners in their classrooms by understanding, applying and implementing Sheltered Instruction. Participants will learn about the legal issues pertaining to Limited English Proficient students, develop background knowledge of second language acquisition, and explore the theory and practice of Sheltered Instruction. Participants will also examine Sheltered Instruction, including sheltering assessments, for both elementary and secondary English Language Learners. This workshop will also highlight the uses of technology to shelter instruction (e-learning for educators, 3)."

Conclusion

The purpose of this discussion was to explain the procedures for English Language Learners in the state of West Virginia. The research indicates that the state of West Virginia follows strict guidelines as it pertains to English Language Learners. English Language Learners are identified within 30 days of enrollment.
