Management Effectiveness

Public administration managers, due in part to the ubiquitous nature of information, now have a very profound role within their respective companies. I agree, to a certain extent with, the author's assessment of management duties in Chapter 15. He describes, many management positions in todays global environment as being "…hectic, frantic, and constantly changing." This is indeed true as public administrators, due to our global economic contraction are now forced to do more with less. This is particularly true as public administrators often rely on public funding in order to conduct their underlying business activities. Managers, particularly those in public administration, must now deal with excessive mistrust on the part of consumers and extensive regulation. With various rules, regulations and budgetary constraints placed on public administrators, management must now be aware of an ever increasing amount of regulatory change and its implications on the underlying business operations of the firm. Therefore, I agree with the author, as management will need multiple frames in order to survive in a dynamic business environment. Particularly, the human resource and structural frames mentioned in chapter 15 will be very important for the future business operations of many companies.

In regards to human resources, the supply of highly qualified candidates is increasing dramatically. More individuals are obtaining bachelors degrees in management or public administration from accredited universities. This presents a beneficial opportunity for management as they now have a larger supply of acceptable candidates to choose from. This allows many companies to become very selective as to who they choose to manage their respective business operations. Also, due to regulation the structures of businesses are now changing to reflect lackluster demand. For instance, many public entities are scaling back hiring or terminating workers and subsequently replacing these workers with technology. A routine transaction done previously by public administration is now provided by strategically placed technology. This reduces cost and overhead associated with a large labor force within the public sector. As such the human resources and structural frames mentioned in chapter 15 and 16 will become more important as budgets become more constrained.
