(TITLE VII Common Commercial Policy)

When exercising the powers conferred on it by the provisions of this Article the Council can act by a qualified majority only. Article 114 was repealed. Article 115 was changed to the wording that in order to make sure that the execution of the steps of the commercial policy are taken in keeping with this Treaty by any country in the European Union is not prevented by the deflection of trade or where there are differences in these measures that lead to economic problems for one or more countries of the European Union, the Commission could authorize the countries of the European Union to taker the necessary preventive measures, the terms of which could be determined by it. In the case of an emergency the countries of the European Union could request the authorization for the necessary steps directly from the Commission, which would take the decision at the earliest. These steps would then be conveyed to the other countries in the European Union by the countries that initiated the steps.
