He concludes that most of the important goals related to the situation of the populations in developing countries have been achieved, yet more needs to be done. However, Jolly fails to take into consideration other goals set by the United Nation which address the issue of the protection of civilian lives, or supporting the right of people to live, but not from the perspective of the development goal, but rather through that advocating peace and political stability. In this sense, the dramatic situations in Africa regarding humanitarian crises such as Darfur or Somalia have pointed out the limits of the United Nations (Russbach, 1994). Although much has been done in terms of establishing a more useful international law system that would protect minorities from being abused, the genocides in Rwanda or in the heart of the European continent in Yugoslavia have underlined the paralysis the UN system experiences especially at the level of its political decision making bodies.

It is rather hard to determine whether achieving aims related to global development are more important to achieving peace and stability in large parts of the world.

Nonetheless, it can be considered that Jolly's optimism is somewhat unfunded because in many cases the places in which the UN tries to implement global development goals are often the cases where politically it cannot intervene to stop military confrontations (Russbach, 1994).

Jolly's perspective is an interesting and rather useful point-of-view because it points out in a rather well organized formula the achievements, failures and successes of the UN system in terms of global development. In addition he identifies the factors which stand at the basis of both achievements and failures in these respects. However, the major shortcoming of his approach is his limitation to a particular segment of the UN activity, while the concluding remarks include the entire UN system. Indeed, the United Nations is a useful and necessary world body; yet the achievements mentioned by Jolly in the global development area must immediately be doubled by political improvements and the UN's reconsideration of its approach of world politics......
