Essentially, a hedging strategy would allow the U.S. To 'hedge its bets' against unexpected attacks, while focusing its limited resources on the most obvious threats. While such a strategy could potentially backfire, the odds are stacked highly against a surprise enemy, and thus may be a reasonable avenue to pursue.

Considering the enormous chunk of the national budget that is spent on military defense (see appendix C), the most obvious solution to reducing the costs of war is to simply cut back on the amount of funds allocated to national defense. The U.S. Defense spending is astronomical compared to other countries, and while it is important to be protected, there is such a thing as too much protection. Wearing 50 condoms is not going to protect against pregnancy any more than wearing one is. The excess is clearly overkill, and the result is massive overspending.

The costs of war are astronomical, and steps definitely need to be taken to reduce them. Without getting into the philosophical consequences of war and its toll on human lives, the economic impact alone is enough to devastate regions of the world and even entire nations. Strategies to reduce the cost of war need to take into account all aspects of combat including weapons, manpower and natural resources. In addition, hedging strategies and budget cutting strategies are essential as well. While there is no blanket solution to reducing the costs of war, there are specific steps that can and should be taken toward achieving that goal. Simply talking about these strategies is not going to accomplish anything. What we ultimately need is action, not words......
