Likewise, this section is predicated on discussions with prominent community, social services and political leaders to improve the overall plan efficacy. The research phase is particularly long given the amount of data and analytics required to propose an effective solution. The next phase is predicated on the implementation of the grant proposal.

This phase is characterized by implementing the initiatives discussed and approved in the grant proposal. The primary element in this phase is the hiring the talent needed to implement the overall proposal. This includes hiring the project management, front line employees, and staff. The implementation phase should also use the original data analysts and grant writers to ensure the project is being completed as originally designed. During the phase the project management will meet with the oversight board to discuss progress on key milestones and initiatives within the implementation phase. These finds will then be given to the city council so they too can track progress being made on the project.The final phase of the project relates to the evaluation phase. Here, the once the project is completed, all parties will look to review the successes and failures of the project. They will also look to evaluate how the project can be improve in the future.
