This author suggests that the main problem is a cultural one and that its solution relies in understanding how the local forces can be mobilized in the direction of disease prevention.
Understanding which are the local stakeholders, how they impact each other and the communities in general ought to be the strategic change driving factor. "More emphasis needs to be placed on the fact that relationships between diverse local stakeholder groups may impact heavily on their ability to influence the process of stakeholder collaboration and their motivation to participate in genuine collaboration with other stakeholder partners."(Campbell, 60)

Helen Epstein says that despite the general conviction that AIDS must be associated with something "dirty," in the sense that are likely to get it from a prostitute for example, is wrong and that the tragedy derives from the fact that individuals are actually infected by the people whom they trust. In conclusion, it must be said that in order to solve this tragic problem that Africa faces one must deal with its root problem, that is the local mentality towards the manner in which the disease can be prevented......
