Later that year, the United Nations established its Fund for Drug Abuse Control (UNFDAC) and the leading protagonist of the body were United Nations Fund for Drug Abuse Control (UNFDAC). In 1988, UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic substances was signed for "strengthening and enhancing effective legal means for international co-operation in criminal matters for suppressing the international criminal activities of illicit traffic." (Russell, 1992) in April 1996 the 53-member Commission on Narcotic Drugs called for a special session of UN General Assembly in 1998 to develop new tactics and strategies to successfully fight against international drug trade.

In short, illegal drugs are a major threat to the security of our future generations.
