The strengths and weaknesses of the NYC department of parole are analyzed through external and internal environments. The analysis of the forces, factors, and components that affect the performance of the organizations are elaborated in the sections below. The strategy of the organizations provides a detailed understanding of its mission and goals. It is observed that the parole release is not achieving its desired results due to the lack of resources and technical issues. The system also provides room for the usage of discretionary powers in grant of parole release. The uniform regulations and integration of the community can reduce the burden on prisons and also encourage prisoners to live a productive life.

The social implications of probation and parole also influence the decisions of parole board. The claims that convicts released on parole can affect general public safety in absence of appropriate system and adequate resources for monitoring.

Internal Environment Analysis:

The internal analysis of the NYC department of parole focuses on the understanding of organizational resources, current strategy, and performance. The organization's resourcesare found to be scares. The human resources are also limited as the department had to monitor an increased number of convicts. The performance of organization is directly proportionate to the amount of resources allocated and system implemented to attain reintegration of convicts in the society. The current strategy and performance indicators of the organization are evident that the required results are not achieved. The department has to incorporate change not only in the structure but the fundamental procedures of its operations (Regoli, & Hewitt, 2009).

The strategic issues faced by the organization are mainly with respect to the increased trend in indeterminate sentencing and release of criminals. The release of criminals without careful and thorough monitoring is a potential hazard for law abiding community. The criminals can indulge in activities without the obligation of upholding the system through which they achieved a temporary release. The community-based system to monitor and watch the activities of convicts released on parole should be established to monitor the effective nature of the program. The strategic direction of the program creates a room for exercising the discretionary powers of juicer and parole board in order to award a release. The parole system is also complicated and as a result the prisoners are unaware of the implications. The favorable and unfavorable grounds for award of parole release are also a potential drawback of the system (Regoli et al., 2009).

The monitoring of convicts through parole officers is one of the key strategicareas. The available resources and structure of management is inadequate for the effective monitoring of the convicts. The parole department lacks required human resources as well as the technical skills through which the monitoring of convicts can be improved. It is also noted that the objectives of creating an integrating effect for convicts and society is essentially lacking due to ineffective systems followed throughout the organization. The parole officers are overloaded with the work and as a result adequate care cannot be extended to each individual (Gayman, & Bradley, 2012).The technical issues in parole system are mandatory for the offenders. It is required to inform the individuals released on parole to comply with the technical rules. The prisoners are often sent back due to failure to abide by the technical requirements of parole. The system is complicated and requires a major structural reform. The focus of the system on quantity is primarily creating issues for the administration and parole department. The qualitative aspect of the community integrating initiative should be restored through program (Stroker, 2010).

Formulate strategies to manage the issues:

The strategy for managing the identified issues required three fundamental changes. The structure of the program requires a major shift from quantitative approach to a qualitative shift. The parole officers should be provided with adequate training and maximum attendants should be limited to a reasonable number. The program's strategic direction can also be improved through a community partnership program. The monitoring system of convicts should be partly handed over to selected community members chosen through volunteer programs and incentives initiatives for participating members. The additional support can also be obtained through community policing and integration of regular policing initiatives (Butts, & Evans, 2011). The workload of the parole officers can be distributed to police officials up to a reasonable level. The three prong strategy for improving the overall direction of parole department including community and police involvement can create a room for the improvement in current situation.

Moreover the allocation of adequate resources is required to maintain the effectiveness of the initiatives. The additional resources can also be generated through implementing a resourceful program offered to the persons released on parole. The earnings of the services and work allocation to the probationary individuals should be managed in a commercialized structure and incomes of such programs should be used to improve the strategic directions of the department. The initiatives for community services should also be dedicated to the members Information technology and electronic systems should be used to achieve required results. Online coaching secessions and electronic monitoring system can be deployed in order to reduce cost of physical monitoring (Kilgoric, 2013). The effectiveness of community integration programs can be increased through providing online training to the personal dealing with the parole released individuals.
