The Kansas experiment in policing revealed that, despite different levels of routine preventive patrol, crime committing remained constant. This is to say that, in areas where police officers merely responded to calls, the level of crimes did not increase. Neither did it decrease in areas where police patrols were either doubled or tripled. Moreover, the study registered that, where police visibility was maintained at its usual level, there were also no differences in crime committing. The experiment revealed similar results in regards to civilians' feelings of public safety. The study was sought to indicate that officers' work time can be exploited in various other relevant directions, since not having them on patrol missions did not enhance crime action.

Because research alone has, for a long time now, been considered insufficient in itself, proactive strategies have been sought toward police effectiveness. Evidence -- based policing refers to the evaluation of police agencies' strategic systems while transposing research into specific guidelines to meet the expected effect in controlling crime. Thus, the model draws upon the importance of keeping evidence on policing strategies so that, whatever strategies and tactics may not have proved effective in the past can be revoked and operations that are able to produce more positive effects in preventing and controlling crime are adopted.

When it first emerged, community policing was sought to disrupt the alienation between police forces and members of the community which the formed served. Today, it is still seeking to link police efforts to public cooperation in the attempt of addressing crime issues. The broken window theory assumes that public offenses such as graffiti writing, public drinking, etc., further encourage crime committing, in a manner similar to how a building with broken windows would attract felons on premises of a neighborhood being lawless. In this respect, while a broken window would serve as statement of uncaring and non-commitment from a civil point-of-view, community policing seeks to solve this very issue and to bring about civilian cooperation. This may include officers establishing a permanent or long-term link with individual citizens, groups or relevant organizations who are able to contribute at solving crime issues in either neighborhoods or cities.

Depending on how communities were affected by the implication of saturation patrols, the answer as to whether or not displacement is considered harmful is subjective. It may have negative connotations for areas which may not have been affected by crime committing in the past but become subjected to that due to police efforts concentrating on specific areas. However, displacement does not necessarily occur when police agencies resort to saturation patrols. This is because offenders can adapt their criminal behavior to police tactics and it is thus unlikely that they would divert.....
