In the writing, the author explains that:

"Metaphysics of morals is therefore indispensable necessary, not merely because of a motive to speculation -- for investigating the source of the practical basic principles' that lie a priori in our reason -- but also because morals themselves remain subject to all sorts of corruption as long as we are without that clue and supreme norm by which to appraise them correctly" (Kant p.3).

There is a man running for office he stands in front of a crowd of people making promises that he has no intention to keep. He does things to get people to vote for him, and those that do not comply with his request are ignored and told that they will not receive anything. They are even made to feel guilty because they will not comply with what he wants. In the scenario the man running for office is motivated by further end, he does thing because he expects some sort of positive feedback in the end.

Lastly, it is best explained when Kant, stated that a good will is not good because of what it effects or accomplishes, because of its fitness to attain some proposed end, but only because of its volition, that is, it is good in itself and, regarded for itself, is to be valued (p.8).
It appears that the true meaning behind the writing of Kant is for one to stop looking into defining every action and placing a value on it, that this is not where good will comes from. It is in the action, not the result that one needs to look at, it is important to realize that good will comes from a higher level, one that does not look for any hidden agenda, nor want for anything in return. Doing an action simply because one knows it is the right thing to do, and may bring a smile to the face of someone else......
