I do not feel it is realistic to assume that "cyberslacking" is costing the country $178 billion dollars. How much time would every employee have to spend on the computer, playing around and not working, to really add up to that kind of a dollar amount? While the calculations that can be done seem to show the results as being correct, the ZDNet article sheds light on why the number still is not realistic. First, the original calculations failed to distinguish between full-time and part-time employees. If one only works part-time, that changes the dynamics of the number of hours off of which the calculations were made. Of course, that is highly significant to the bottom line and the $178 billion number.

Additionally, some employees who were "playing" on the Internet during work hours undoubtedly had a right to be. If they were expected to do certain tasks and meet certain goals, and they have done and are doing those things consistently, they are not costing the company any money by using some of the company's time to do personal things online.

If there is a strict company policy against personal Internet use that is something to consider from the perspective of that company and that employee, but it does not have anything to do with the dollar figure quoted in the original article. It is not impossible that there is a high cost from employees goofing off on the Internet at work, but it is equally possible that the data has been collected in such a way as to make it convey what the press released wanted it to convey. That happens frequently with statistics, and it is not something that is magically going to disappear. When a person takes a look at a study that gives some arbitrary figure, it is vital that person takes the time to see where the figure really came from.
