Land Development

The problem that is discussed in this document and which requires a public policy solution is land development. In virtually every country, state, province, and city, there are always adamant partisans who are either for or against land development. Generally speaking, those who tend to favor developing land are those who are pro-business. Those who tend to side towards land conservation are typically environmentalists. Still, this problem is a fairly common one that will require a solution -- and frequently more than one solution -- from the public sector to help set guidelines about where exactly the private one ends and the public one begins in relation to the usage of land.

The research article that is pro-conservation and anti-land development is by Santos et al. It is entitled "The push and pull of land use policy: reconstructing 150 years of development and conservation land acquisition." The crux of this article is that there are oftentimes some very plain and necessary needs for development. The human population continues to expand and requires more room (as in land) and development of that land to sustain itself. The reaction to this reality has been the land conservation movement, which has sought to enlist the aid of the public sector for quite some time. Specifically, the article addresses the conservation movement in California which encompasses approximately "174,000 km ..
. of public lands in California" (Santos et al., 201, p. 1). The article goes on to argue that despite the fact that these figures suggest a dedicated effort to conservatism in California, that it is not enough, primarily because interests had/have convinced the public sector to dedicate more and more land for the purposes of development. Oftentimes, private interests have the funding to sway the public sector whereas grassroots conservatives lack access to such funds.

The other article reviewed in this paper is Ye and Wu's "Urbanization, land development and land financing: evidence from Chinese city." This article is unequivocally from the perspective of the interest of developers. It is about the urbanization of China and its economic success in this endeavor. The article is predicated on the fact that financing for land yields to higher rates of urbanization, and that areas that have "higher"(Ye and Wu, 2014, p. 354) real estate investments are more aggressive about urbanization.
