There would then seem to be little question as to the divides between Hobbes and Locke, with Hobbes stating firmly that they are very different (but may have similarities) and Locke calling them entirely the same, and only different in scale.
This is also proof of the thesis that the divergence of the philosophies rides almost entirely on a core difference between Locke and Hobbes, as Locke stresses that the ultimate sovereign of all man is God Hobbes and relies on no such dominion or demand upon man and his governance of reason and society.
