Due to tremendous increase in crime rate, there is urgent need to evaluate and understand criminal behavior, to implement programs and develop strategies that will prevent criminal activities and curb crime increase, using considerately cost effective approaches and technological inputs.

With regards to the nature of the problem, the most convenient way that will be cost effective and easy to implement will be the use of Reserve Officer Training Corps (ROTC) programs being integrated into the high school syllabus as an incentive which will make the program more appealing to the students, hence allowing for prevention of the crime rates. The introduction of the ROTC program will ensure all the high school students are trained on the best morals and ethics, which will ensure reduced crimes.

Currently the program is offering the college and university students training to prepare them for the military after school, and usually offers incentives such as sponsorships, for the students joining the program. The program was conceptualized in 1926 and caused great impact in helping sabotage the crime in Alabama. The program also allowed its members for credit of the physical education, though this was met with controversy in the month of June 2008. However, the skills and discipline acquired after the program were indispensable aspects towards the case (Stone, 2008).

The criminal actions have led to the instability of businesses due to insecurity, and influenced the social and political patterns in a negative way. In fact, crime has always increased during the harsh economic times and the criminals usually take advantage on the situation to shoplift and vandalize the goods.

The research question (Hypothesis)

Providing accessible skill and character building ROTC programs as a high school credit with incentives would entice high school students to take the program, which in turn will lower the statistics of juvenile criminals and future lawbreakers.

The research question will be used as the guideline for the project, and the proposal will focus on the question to find how relevant the project is, to both the reduction and improvement of the state's criminal position.

The research significance to general knowledge

This research is very important, putting in mind that crime prevention is the duty of the police, who need the community's support to ensure crimes are curbed. Though police are tirelessly inventing strategic plans to cope crime, the community has to be supportive. Just as the research proposes, the introduction of the ROTC programs to all high schools with incentives will lure most of the students to the program, which will enhance the chances of a better community, which has morals and ethics. A community that is disciplined back in the schools is most likely to be supportive of the police, as the police have the people's interests in at heart (Larson. et al., 2012).

The research is also necessary, as it is aimed towards achieving the goal of crime prevention using the best techniques that are cost friendly, hence affordable to maintain. Prevention is better that cure, and more efficient the strategy is to prevent the crimes, the stronger….....
