Neo-realists see that states continue struggling for survival as they form international institutions. On the other hand, Neo-liberalists view of international relations as something that shapes and influences the foreign policies of states, therefore further strengthening interconnections between them.

Another point is concerned with the power of the military. The point-of-view of Neo-realists on the coercive power of the military is that it is the most important factor in order for the state to survive. But Neo-liberalists claim that military power is not the sole tool for state survival, other foreign political tools can be more fundamental for the common interests of the states.

Globalization is one change in the society where difference between Neo-realism and Neo-liberalism can be observed. For Neo-realists, states play the most important role in the IR theory. It is primarily dominated by relations between states, thus globalization does not really exist.

Neo-realists are more concerned with the topics on security, inequality and conflict arising from uneven globalization.

For Neo-liberalists, they see globalization as the reality and as a positive process. They see globalization as the factor that will help states grow. Thus, globalization shouldn't be directed or manipulated. But still, other Neo-liberalists still suggest intervention on situations and crises in other states with regards to open markets, capitalism and democracy.

In general, the two theories agree in some basic points, that anarchy is at the core of international relations, and that states are the most important international actors.
