The article states that a suburb of San Francisco has made it illegal for city contractors to inquire about the criminal histories of prospective employees. This city of 100,000 people stated to be "troubled by crime and high unemployment" is part of what is reported as a national trend with the design to bring about an improvement in the employment possibilities of community members "amid wider incarceration." (Fox News, 2013, p.1) Private companies who have contracts with the city and who employ more than nine people are prohibited from asking about the criminal record of applicants.
