The movie's plot is based on the real-life story of Democratic Congressman Charlie Wilson as he goes through a chain of events which renders him a true savior. Both in the movie and in real-life, Charlie Wilson is acknowledged as having played a major role in defeating the Soviet forces and liberating the oppressed people from Afghanistan.

As a normal Congressman, Wilson spends most of his time in luxury, attending parties and relaxing alongside of numerous beautiful girls. However, as he forms a habit out of meeting Joanne Herring, a former companion that had turned into an important public person, his life is changed dramatically. Joanne relates to the situation in Afghanistan and manages to get Wilson's promise that he would get involved.

Slowly but surely, Wilson catches the attention of the Congress and succeeds in multiplying by ten the amount of money which had initially been assigned for the fight against communism in Afghanistan. With the support coming from the U.S., the mujahideens are successful in their campaign against the Russian forces. The Russians are obliged to retreat, with their weaponry no longer being effective against the more advanced weapons used by the Afghans.

All across the movie, the public is brought to the question: "Did the U.S. officials actually care about the refugees in Afghanistan?" Charlie Wilson proves to be the key to liberating Afghanistan from the Soviet forces, with other congressmen displaying disinterest concerning the cause or even being against it.
At the point when the war ends and Afghanistan is freed, the U.S. officials consider that their job is done and eventually refrain from providing any more assistance meant to help with the country's reconstruction.

From wanting to have the best from life, Wilson turns his goal into wanting to liberate Afghanistan from its Soviet invaders.
