This notion usually applies to the idea that none of the three branches of government (executive, legislative, judicial) assumes too much power in the democratic system. In this example, the idea of checks and balances was used to imply that the citizen has the capacity and ability to keep a close check over the public services he receives through his political capacity of changing the components of the representative body, who decide how the public services are delivered and how they reach the citizens.

The conclusions of this paper will emphasize some of the arguments presented here. Democracy and a democratic system offers the citizens the option of choice. Further more, the existing of a representative body means that the choice of the citizens is respected and that they can control, with their vote, the way this representative body is formed. Ideally, the fact that they will chose a certain political party, based on the respective party's capacity to promote its platform and to come up with programs and projects that will attract the voters, this fact will also mean that the party will abide by its promises from the electoral campaign.


One of the issues that citizens are most sensitive to are the public services they receive. They will generally tend to look at a wide array of issues, starting with the quality of the public services and continuing with the pricing for these, as well as their availability. The citizens know that the public services are, in fact, paid from the taxes they pay to the government, which means that they will be exigent with the services they receive.

The two issues are in fact interlinked: a new representative body may be elected based on the results that the previous one had in terms of providing public services to the population. On the other hand, the citizens are sensitive to the services they receive and this will tend to influence the way they vote. Ultimately, the delivery of public services is in fact influenced by the interrelationships between the citizens and the political parties, all in a democratic framework that allows this to occur......
