Federal Emergency Management Agency FEMA is primarily charged with ensuring that the Americans are all safe in case of any emergency. This is the basis of all their engagements and departments that exist therein. The range of emergencies that are included in the FEMA field of operation are natural disasters like floods, hurricanes, wild fires, earthquakes and man made (both internal and external aggression) disasters that can adversely affect the lives of the Americans.

The roles of FEMA in a situation of emergency are conventionally grouped into the following categories as indicated by FEMA (2010a);

Life safety: this is usually the first and most important priority of FEMA since it is the sole reason for the existence of the agency and the agenda for their response to any emergency situation.

Recovery and restoration; this involves ensuring that the businesses run normally and that the population is employed once again after the disaster.

Direction and control; involves managing the available resources incase of emergencies, proper analysis if the available information and decision making.

Communication; this involves correctly articulating the emergency to the relevant persons and departments in a bid to ensure there is efficient and sufficient response to the emergency. FEMA always takes up this task with a perspective of elevating the situation.

Property protection; at all emergency response operations, FEMA will strive to ensure that the state and private property is protected so that there can be normal resumption in operations once the emergency has been handled.

Organization structure

FEMA has an organization structure that is more like many other state agencies with the administrator at the head deputized by a deputy administrator. Then under him is the chief of staff followed by the Chief Counsel.
