AI to Fight Terrorism1. Executive SummaryRobotic technology has advanced over the past decade, and with the development of autonomous capabilities being integrated into robots, the possibility of using AI-powered robots for fighting US terror domestically and abroad is possible. This presents a number of benefits over using human troops, particularly in the performance of dangerous tasks and extreme environments. Despite the numerous advantages that AI robots can provide, convincing the public that these robots are safe is an important step in making them acceptable and operational. In order to gain public trust, it is essential to overcome justified concerns such as concerns of unmanned robotics damaging human rights or being used as offensive weapons against civilians. The public must be presented with reliable information regarding the safety and economic advantages of using these robots. This policy paper identifies the main issue of the Department of Defense using AI robots to fight terrorism, as far as the public is concerned, and provides a recommendation for addressing that issue.2. Statement of the Issue/ProblemCan the public be convinced that remote controlled, AI-powered robots, are safe for fighting US terror domestically and abroad?3. BackgroundArtificial Intelligence is an area of computer science that focuses on the development of computer systems that are intelligent, capable of learning and understanding their environment, and able to act autonomously. The US military has been researching and experimenting with AI-powered drone technology for many years (Shaw, 2017). This technology is primarily used for surveillance and intelligence gathering, but has enormous geopolitical ramifications as well (Shaw, 2017).However, in recent years, AI-powered robotic weapons have been developed and tested, including machine guns on drones and autonomous ground robots. For the US military, AI-powered robotic weapons offer the potential to provide accurate and reliable support for troops on the ground in unfamiliar terrain or hostile environments (Nadikattu, 2020). Additionally, these robots could be used to respond quickly and decisively to terrorist attacks within the US by providing accurate and effective defensive actions (Nadikattu, 2020). Given the potential benefits of using these AI-powered robotic weapons, the main challenge facing the US military is convincing the public that they are safe to use domestically and abroad.4. Statement of Department of Defense’s interests in the issue:AI is a broad field of computer science that seeks to create intelligent machines, which are capable of perceiving the environment, comprehending natural language, and making autonomous decisions (Nadikattu, 2020). AI-powered robotic technology has been used in various areas including manufacturing and food production, transportation, medicine, and most recently for military applications. At the same time, there is concern about the use of AI in military and police departments, as it could lead to automated weapon systems, which could be used to carry out domestic and international terror operations without human intervention (Shaw, 2017).The Department of Defense has an interest in this issue due to the potential advantages of using remote controlled, AI-powered robots for domestic and international defense and counterterror operations. The use of such robots could provide greater accuracy and precision when engaging with hostile forces, potentially reducing civilian casualties and collateral damage, as well as reducing risk to US military personnel. Additionally, robots may enhance intelligence gathering and counter-terrorism operations by providing better and faster access to enemy activity.Additionally, The Department of Defense has an interest in harnessing the power of AI to improve its capabilities and performance, including enhancing decision-making in combat scenarios—not to mention, geo-strategic, economic, and humanitarian interest. This is evident from the US government’s focus on developing AI-driven technology.4.1. Geo-Strategic InterestIt would be beneficial to the US to have the capability of using AI-powered robots to fight terror domestically and abroad, allowing for more flexible, rapid deployment of military capabilities globally. The US military has made huge advancements in technology over the last several decades and AI-powered robots have vast potential for increasing its capabilities to fight terror both domestically and abroad. The advantage of introducing this technology lies in its flexibility and rapid deployment which can help prevent terror swiftly, expanding the capacity of militaries to protect citizens without sacrificing safety or suffering heavy casualties. This extra layer of security would be incredibly beneficial to the US in proactively taking action against terrorism, using advanced technologies which could greatly increase success rates. Moreover, use of robot technology removes the risk of military personnel on active duty being injured or killed in operations, making it a realistic option for countries facing global threats from terrorism.4.2. Economic InterestIf a robotic system is developed, it could reduce the cost of deploying personnel in dangerous conflict zones, saving money that could then be used for other defense initiatives. The development of an AI robotic system presents significant cost-saving potential in dangerous conflict zones, as it would enable a decrease in the deployment of personnel. This subsequent reduction in costs could then be redirected towards additional defense initiatives, such as the purchase of new equipment or support for veteran and current military members. In addition to bringing monetary advantage, robot systems can also provide physical protection to deployed staff through enhanced reconnaissance and surveillance capabilities.4.3. Humanitarian InterestBy deploying artificial intelligence for tasks such as surveillance and reconnaissance or operating dangerous equipment remotely, there will be less risk to personnel in hazardous conditions. However, this technology must be created under an ethical framework to ensure that the AI robots are not configured to act in ways that are detrimental to civilians or any other part of their environment. Ultimately, developing such a system can help nations capitalize on financial and military opportunities while maintaining a safe and secure environment.4.4. Overall PositionClearly it can be seen that the Department of Defense should support the use of Artificial Intelligence (AI) in anti-terror contexts in order to improve safety and efficiency of anti-terror campaigns.The first major benefit to using AI in the anti-terror campaigns is improved safety. AI can reduce errors in decision-making, which can result from human bias, fatigue, and other factors. For example, an AI-powered robot can detect and identify targets more accurately than a human, reducing the risk of collateral damage. AI can also help with surveillance and reconnaissance tasks, allowing planes, ships and remote drones to patrol large areas without needing a human operator.
