The differences between the empirical inductivist approach to science and the Popperian one are immense. Based on induction, the former approach is thesis to Popper's antithesis. The Popperian approach is a response to and a rejection of the value of induction in the scientific process. This rejection pits these two approaches against one another. In the end, while the empirical inductivist approach does have some value and has a long tradition of function to back it up, this is not the same as saying that it is a rigidly scientific approach to scientific inquiry.
