Singua was able to overcome its many challenges through the qualities of strong, yet participative leadership shown by its administration. The school arrived at its solutions by using the input of its Site Council, an organization facilitated by the principal that included representatives from all of Sinagua's stakeholder groups: administration, community, parents, staff, and students.

Singua's leadership structure and style strikes a delicate balance between control and democracy. The administration was intent upon showing charismatic and forward-thinking leadership yet allowed enough power to reside in the hands of other critical stakeholders so they felt in control of the process of change.
