However genius terrorist organizations might seem, the United States and its allies has at its command an even more sophisticated and comprehensive body of technological tools that can be harnessed toward the counterterrorism effort. Counterterorrism has become, especially since September 11, one of the hallmarks of the American intelligence system. Learning how to stay one or several steps ahead of those who would attack the United States is one of the primary jobs of counterterrorism units. Using technology to their advantage, counterterrorism units in United States government agencies can thwart planned attacks and minimize damage from any that happen to take place at home or overseas.

The new terrorism is, however, characterized by its lack of clear centralized power. Combating a faceless, subversive, sneaky enemy means mobilizing as many resources as possible. Technology is only one part of the counterterrorism process, which relies on its human resources as much as on its digital ones. Counterterrorism, like the enemies it seeks to subvert, relies on the media to craft messages and create propaganda that would best serve its purposes. Communications and communications-related technologies are central in the battle against the new terrorism.

Cyberterrorism is an emerging front in the war on terror. Using any methods possible, a malicious individual or group could infiltrate banking, utilities, and other public services that currently rely heavily on information technology.
Hacking into public databases and government Web sites could pose significant financial risks, proving that the new terrorism is not just about killing people but about destroying American society at its very foundations. The terrorist attacks of September 11 symbolized the breakdown of the American financial system and the global stock exchanges. Similarly, an attack on finance-related computer systems could spell serious injuries for the financial systems of American businesses and those abroad as well. The United States is not the only target for terrorist attacks, as its allies are too.

The National Commission on Terrorist Attacks Upon the United States is an extensive document outlining the history and motives of terrorism and Islamic fundamentalism. The document also describes counterterrorism: its challenges, its strengths and its weaknesses. Exposing potential regions of threat and what exactly to expect from each, the authors of the document urge public officials and American citizens to be prepared for eventual attempts to create public harm. By understanding the political and ideological motives behind terrorist groups and their methods, Americans can be prepared to address possible solutions and their efficacy in a wide range of scenarios.
