Essentially, a work-breakdown structure is composed of elements that consist of data, products, services, or a combination of all of these elements that are used to generate an overall statement of work. Because the work-breakdown begins with the end goal and divides the project into manageable components, the work-breakdown structure includes all the steps and stages necessary to accomplish the goal. The use of key hurdle (milestone) tasks is one way that the elements of the work-breakdown structure contribute to a linked system. Key hurdle milestones can be thought of as dependencies between activities and outcomes. In project scheduling, these milestone dependencies are essential to determining critical paths. When the project is complex and the work packages are extensive, it is useful to create a WBS dictionary for the project team members and stakeholders. Each element of the work-breakdown structure is described, and for further clarification, if some piece is not an element, the WBS dictionary should say that, too. A WBS dictionary uses the conventional numbering system to identify each of the elements in the larger task.
