Organizing

Out of ethical concerns regarding distribution of funds, in 2002, the United Way of America reorganized its operating structure. The goal was to transform the primary governing body into a leadership Board of Trustees "comprised of diverse volunteers who are senior representatives of the largest, most influential donors and sponsors, noted intellectual, civic, moral leaders and other stakeholders" (Governance, 2010, The United Way). This was also designed to ensure that the governing body had a vested interest in upholding the charitable mission of the organization. Focusing on volunteers in choosing UW leadership promoted diversity and inclusiveness in the membership of the organization's governing board as well as in UW outreach activities.

Controlling

Instituting measures to ensure financial compliance with the law and accountability measures for its national and local chapters has been critical for the charity: "The United Way system has developed comprehensive requirements for completion of audited financial statements.
They are intended to create a uniform set of standards for all United Ways to follow in preparing audited financial statements to ensure consistency and transparency on the part of each United Way" (Accountability, 2010, The United Way). Proper controlling of distributed funds is required to encourage continued donations, as donors must feel as if their money is primarily going to people in need, not simply being used to enrich the organization or serve its administrative functions. "Annually evaluating board and member performance, including ethical standards" is now part of the United Way's standard operating procedures (Accountability, 2010, The United Way).
