However, as most critics state, the certification alone is not enough to guarantee such a thing. The process of providing guarantees that the diamonds have not been mined by rebels needs to be much more complex. (Dick Durham 2001)

South Africa is considered to play a vital role in the diamond smuggling business from the African continent. Consequent to their mining, the diamonds are being smuggled through several African countries.
