When more territories were acquired by the U.S. As a result of the Mexican Wars, another uneasy 'Compromise Measure of 1850' was reached that admitted California as a 'free state' and allowed the rest of the states, i.e., Texas, New Mexico and Arizona to decide for themselves whether to permit slavery or not. The tensions between the North and the South went up another notch when the Senate passed the 'Kansas-Nebraska Act of 1854' which repealed the prohibition of slavery in the territories north of 36° 30' latitude previously agreed in the 'Missouri Compromise.' In reaction to the repealing of the Missouri Compromise, antislavery groups formed a new party (called the Republican Party) that was committed to containing slavery (Gallagher, 2006).

Other Causes of the Civil War: Apart from slavery, the American Civil War was also fought over the issue of preservation of the rights of the individual states. The Southern states believed that they had the right to decide their own policies rather than being controlled by the federal government from Washington. The Union was considered a "voluntary compact" by the Southern states that had been entered into by independent, sovereign states for as long as it served their purpose.

Moreover, the economies of the North, South, and the newly acquired Northwest Territories had developed in such divergent ways that they had conflicting interests. For example, the North was becoming industrialized and demanded high tariffs as protection from imported goods; the South which imported most of its manufactured goods demanded low tariffs, while the Northwest, being far from its markets of grains and cattle, needed infrastructure improvement (roads, railroads) and supported higher taxes. On second thought, however, even these 'other causes' of the Civil War were in some ways linked to the issue of slavery. For example, the major policy issue that the Southern states wanted to decide for themselves was that of slavery; they argued that the practice of slavery was an issue for states to decide while the Northern states asserted that it was the prerogative of the federal government to abolish it.
