The North Bristol NHS trust is building the Southmead Integrated Community Hospital. The hospital will have maternity and neonatal facilities, a breast care center, and clinical research teams. The hospital will be the new acute and integrated community hospital in the North Bristol area. It will be housed in the Brunel building which will be the regional center for neurosurgery, orthopedics, renal, plastics, burns, and accident and emergency center. For this project to be successful, careful strategies must be implemented in procurement of goods and services for the building project.

The Southmead Integrated Community Hospital project does not have clear procurement policies and procedures. Though the North Bristol NHS Trust has its own procurement policies and procedures, which may be applicable to this project, many of these have been found to be ineffective as a result of the tight deadlines for the project. The Brunel Building is set to be opened in May 2014 and the hospital fully completed in autumn 2015 North Bristol NHS Trust, 2013.

This requires procurement of materials and services required for the project to be fast-tracked to enable timely completion.

The North Bristol NHS Trust procurement policies and procedures require that all procurement above $25,000 must be run through a competitive tender process that takes between 3 to 12 months on average to complete Russill, 2010.

The Brunel building is set to be opened in less than 5 months, therefore, using these policies and procedures could lead to delays in completion.

The chief executive of the North Bristol NHS Trust has the power waive these formal tendering procedures under special arrangements. This is the avenue that will be exploited to enable the project be completed with ease. The activities involved in this include meeting with the chief executive to get the formal waiver followed by setting up of the special conditions for this procurement procedures. This is the procurement planning and is estimated to take between one to two weeks to complete.

The next activity will be to invite suppliers and contractors who have previously worked with the Trust to provide bids for the various materials and services to be provided. This will be estimated to take a further two weeks. The received bids will then be opened and a check will be run to see if they meet the project requirements.
