The PATRIOT Act: Synopsis and Outline

The USA Patriot Act, which was signed as law in the wake of the 9/11 terrorist attacks gives sweeping powers of search and surveillance to the law enforcing agencies and is aimed at eliminating the terrorist activities in the U.S. The Department of Justice and the Bush administration claim that the Patriot Act has been instrumental in preventing further terrorist attacks in the U.S. after 9/11. However, the Civil libertarians claim that the Act severely compromises the civil liberties granted in the U.S. constitution and violates the due process law of the Fourth Amendment.

Introduction:

Provides basic information about the U.S.A. PATRIOT Act and a 'contract statement' of the essay, i.e., what the essay is about.

Controversy about the Law:

Reviews the controversy about the law including, the fact that the bill was introduced and passed in haste by bypassing the normal procedures;

briefly outlines official and opposing points-of-view about the act;

explains why it is still a hot issue -- the fact that the Bush administration wants the Congress to renew the Act before its sunset provisions expire at the end of 2005

Impact on Law Enforcing Agencies:

Discusses the parts of the Act that impact the law enforcing agencies by increasing their powers.

The name is actually an acronym: "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act" which does not have anything to do with Patriotism

The law was passed by a vote of 357 to 66 in the House and by 98 to 1 in the Senate
