The possible solution for the state, where the epidemic ca be spread by a known infected person is to cast a punitive punishment. Perhaps make the event actionable. Thus one of the possible laws that could be brought about to stem the growth of infection could closely follow the laws of pollution and the principles of pollution and the polluter pays principle that is much effective in industrialization. Thus the legal system has procedures to deal with the spread of epidemics although it has been used so far in the case of pollution. Another interesting area where the principle is used and can be cited is the case of cigarettes and the non-smokers inhaling second-hand smoke from a variety of brands. (Murphy, 1997)

The 'polluter-pays' principle is effective in these situations and as an idea to contain AIDS epidemic it also could be a basis of a TORT proceeding based on the spreading of the disease and be made the basis of an actionable claim.
(Murphy, 1997) While the legal stand may be attractive, it has to be remembered that only by the individual cooperation and understanding can the epidemic be controlled. To that end we have to recognize that only by education, and by addressing the HIV issues in all communities especially those that are vulnerable, with clear programs that help the students and community members learn about how the disease is transmitted, all these can be achieved by introducing AIDS education with health education and the various types of transmission and the type and sexuality issues could be discussed, with the youth and target community. (Moore; Forst, 1996) Awareness is the best instrument in this case.

To conclude, it can be said that sociology policies must be to create awareness among individuals in the community and providing a model of conduct in affairs where the chance of infecting or infection is present, the safe mode of activity. Health education courses could be made a gateway. Legislating may not bring about the desired results......
