The difference between performance measurement and quality improvement processes

Performance measurement provides quantitative values and objectives to subjective experiences. Execution of performance measurement fosters the desire to achieve improved quality. Performance measurement and quality improvement depend on each other. It is possible to identify an improvement has been achieved using data. Performance measure is a mechanism used in assigning a quantity to an attribute by comparing to criteria (Meisenheimer, 2007). A clinical performance measure is a mechanism used to assess the magnitude at which a care provider safely and competently delivers medical services appropriate in the optimal period. Quality measure is applied when assigning quantities of care services based on a criterion comparison. Therefore, performance measure leads to quality monitoring. Healthcare professionals in improving the quality in different ways apply information gathered through quality monitoring. Measure performance is the only approach used in evaluating whether care is improving.

At the clinic, healthcare practitioners and physicians merge their experiences and skills to work as a team towards solving medical problems of patients. Mayo has revolutionized its services by turning the clinic into a medicine wing. This has enhanced the patient-provider experience. Employees, nurses, doctors and patients work together to navigate the healthcare process (Kongstvedt, 2013). The clinic has cultivated a culture of innovation whereby all participants are encouraged to brainstorm on ideas pertaining to service delivery, use customer observations, and feedback to refine solutions. For this goal to be achieved, Mayo Clinic devised a flexible and simple internal design that enables more information promotes comfort, and guides interactions among patients, employees, and stakeholders. This has enabled the Clinic to grow and prototype innovative processes to improve service delivery.

The primary goal at Mayo Clinic is to incorporate patients in the processes of achieving high quality care. The clinic uses feedback from patients to improve and acknowledge the legitimacy of physicians whilst the importance of care perspectives (Kongstvedt, 2013).
Mayo Clinic operates on the mission of providing the best care to all patients every day by engaging education research and clinical practice. Resources and dedicated employees support this mission by preserving the valued and unique patient care.

The role of consumers in the QI process

Customers can assume various parts in human services to reduce costs and provide quality. First, customers might be educated choosers of healthcare services. Higher quality care will be accessible to consumers who figure out how to utilize imperative information to select high-performing caregivers, nursing homes, hospitals and health plans. Such customers influence providers to offer improved performance. Public performance reports showing the low and high performers motivate clinics to improve. This leads to a vicious cycle. When consumers choose high performing providers and select cost effective-based treatment, it leads to higher quality care. In turn, this stimulates quality improvement within providers and institutions in the healthcare industry (Joint Commission on Accreditation of Healthcare Organizations, 2005).

Secondly, patients collaborate with care providers, thus assuming a significant role in ensuring they maintain a good health. In essence, this helps providers to produce health. When patients engage in effective self-care, they become co-producers of health. Instead of medicalizing their lives, they think and act wisely on health matters. Such patient-provider engagement prioritizes the patients as key players in their health safety enhancement. This assures them that providers have the appropriate data about their care plans and medical history (Quigley & Farley, 2005).

Thirdly, consumers act as care evaluators because they are the source of information about providers and system performance. Therefore, their participation in defining quality parameters in healthcare provides feedback, which forms the basis for quality improvement.
